U.S. banking agency gives blockchain bank OpenReserve initial OK to operate

A blockchain-focused institution called OpenReserve has received preliminary approval from a top U.S. banking regulator to begin operating as a full-service bank, marking another sign that crypto-native firms are edging deeper into the traditional financial system.

Regulatory Green Light

The Office of the Comptroller of the Currency (OCC) has granted OpenReserve a provisional charter, a first step that clears the way for the firm to build out its operations before earning full authorization. The move adds OpenReserve to a small but expanding roster of digital-asset companies pursuing national bank status rather than operating on the fringes of the regulated banking sector.

Provisional approvals allow institutions to stand up their infrastructure, satisfy remaining conditions, and demonstrate compliance readiness before a final charter is issued. For a blockchain-native bank, that process typically involves meeting the same capital, governance, and risk-management standards applied to conventional banks.

A crypto-native firm winning a national banking charter would have been unthinkable just a few years ago.

A Shifting Landscape for Crypto Banks

The OCC's decision reflects a broader trend of regulators warming to the idea of chartered banks that operate with blockchain technology at their core. As more crypto companies seek legitimacy and access to the payment rails available to traditional lenders, national charters have become a coveted prize.

Becoming a chartered bank offers several advantages that many crypto firms have long struggled to secure:

  • Direct access to the U.S. banking system and payment networks
  • Greater regulatory clarity under federal oversight
  • Enhanced trust among customers and institutional partners

Still, the path from provisional to full approval is not guaranteed. OpenReserve will need to satisfy the OCC's ongoing requirements and prove it can operate safely within the guardrails that govern the nation's banking system. For now, the initial approval signals that the door to mainstream banking is opening wider for the crypto industry.
