Ethereum Foundation names 2 ‘must ship’ EIPs for Hegotá upgrade

The Ethereum Foundation has singled out two Ethereum Improvement Proposals as essential inclusions for the network's upcoming Hegotá upgrade, prioritizing censorship resistance and transaction handling as developers sift through dozens of competing proposals.

The Two Priority Proposals

At the heart of the Hegotá upgrade are two changes the foundation has designated as "must ship" features. The first is FOCIL, short for Fork-Choice enforced Inclusion Lists, a mechanism designed to bolster the network's resistance to censorship by ensuring that valid transactions are included in blocks even if certain validators attempt to exclude them.

The second priority is Frame Transactions, a proposal aimed at improving how transactions are structured and processed on the network. Together, the two EIPs represent the core focus of the upgrade, though they are far from the only proposals under consideration.

Developers are treating FOCIL and Frame Transactions as the non-negotiable backbone of the Hegotá release.

Weighing Dozens of Proposals

Beyond the two flagship features, Ethereum developers are evaluating a wide range of additional EIPs that could make it into the final Hegotá package. The process of selecting which changes to include involves balancing technical readiness, community input, and the network's broader roadmap goals.

The prioritization reflects Ethereum's ongoing effort to strengthen decentralization and censorship resistance while continuing to refine the mechanics of how transactions flow through the system. FOCIL in particular addresses long-standing concerns about the potential for validators to filter out specific transactions.

As with previous Ethereum upgrades, the final scope of Hegotá will be determined through coordination among core developers, with the two designated proposals anchoring the release. The foundation's clear signal on which EIPs are essential provides direction as the community narrows down the broader list of candidates.
