US lawmakers advance bill to lock Trump’s Bitcoin reserve into law

By Diego Whitfield · · 2 min read

A US House committee has advanced legislation that would enshrine President Donald Trump's strategic Bitcoin reserve into federal law, moving the executive order-based policy one step closer to becoming a permanent fixture of national economic strategy.

What the Bill Would Do

The proposed legislation seeks to codify Trump's Bitcoin reserve policy, transforming what currently exists as an executive directive into binding statute. At the heart of the measure is a provision requiring that Bitcoin obtained by the government through civil and criminal forfeiture proceedings be held for a period of 20 years.

By locking these assets away for two decades, lawmakers aim to prevent future administrations from quickly liquidating the government's Bitcoin holdings. The approach would establish a long-term stockpile rather than treating seized cryptocurrency as an asset to be sold off shortly after forfeiture.

Codifying the reserve into law would make Trump's crypto policy far harder for any successor to unwind.

Why It Matters

Trump established the strategic Bitcoin reserve through executive order earlier in his term, but such orders can be reversed by subsequent presidents with the stroke of a pen. Passing formal legislation would give the reserve durable legal footing and shield it from political shifts.

The committee's advancement of the bill signals growing momentum among lawmakers to formalize the United States' position on holding Bitcoin as a strategic asset. Supporters argue that a codified reserve could strengthen the government's approach to digital assets and provide clarity around how forfeited cryptocurrency is managed.

Key features of the legislation include:

  • Codifying the existing Bitcoin reserve policy into federal law
  • Requiring forfeited Bitcoin to be held for 20 years
  • Insulating the reserve from reversal by future administrations

The measure still faces a longer legislative path before it could become law, requiring passage through additional stages of the legislative process.
