Thailand adopts crypto Travel Rule with self-custodial wallet checks

Thailand has enacted new anti-money laundering rules for the digital asset sector, requiring crypto service providers to implement the so-called Travel Rule and verify user control over self-custodial wallets.

What the New Rules Require

Under the adopted regulations, digital asset operators in Thailand must collect and share information about the senders and recipients of crypto transactions, aligning the country with international anti-money laundering standards. The measures also require firms to verify that customers genuinely control the self-custodial wallets they interact with, closing a gap that regulators worldwide have flagged as a potential channel for illicit finance.

Operators are further obligated to retain transaction data for a period of five years, giving authorities a longer window to trace suspicious activity and support investigations.

Thailand is tightening its grip on crypto by demanding proof that users truly control the wallets they claim to own.

Aligning With Global Standards

The Travel Rule stems from guidance issued by the Financial Action Task Force, the intergovernmental body that sets global standards for combating money laundering and terrorist financing. It requires virtual asset service providers to pass along identifying details when transactions cross a certain threshold, mirroring obligations long imposed on traditional financial institutions.

Key elements of Thailand's approach include:

  • Verification of control over self-custodial wallets
  • Collection and transmission of counterparty transaction data
  • Mandatory five-year retention of records

By moving to enforce these checks, Thailand joins a growing list of jurisdictions seeking to bring greater transparency to crypto transfers while addressing concerns about wallets that fall outside the traditional custodial framework. The rules signal the country's intent to deepen oversight of its digital asset market as adoption continues to expand.
