South Korea has moved to restrict access to Polymarket, joining a growing list of more than 30 jurisdictions that have curtailed or blocked the prediction market platform, as regulators worldwide grapple with how to classify crypto-based betting activity.

Regulators Reject Peer-to-Peer Defense

South Korean authorities dismissed Polymarket's central argument that its platform operates on a peer-to-peer basis and therefore should not be treated as a gambling operator. Regulators contended that the platform plays an active role in setting and managing market rules, meaning it cannot simply be characterized as a neutral venue where users transact directly with one another.

Officials framed the platform's operations as facilitating gambling conducted with cryptocurrency, a category that falls afoul of the country's strict rules governing betting and financial activity. The determination places Polymarket squarely within a regulatory framework it has sought to avoid in multiple markets.
