Russia moves to restrict retail crypto trading to bitcoin, ether and USDT

Russia is preparing to sharply narrow the range of digital assets available to everyday investors, with new rules that would limit retail crypto trading to just bitcoin, ether and the stablecoin USDT, alongside strict annual spending caps.

What the New Rules Would Do

Under the proposed framework, ordinary retail participants — classified as non-qualified investors — would be permitted to trade only a short list of approved cryptocurrencies. The measure zeroes in on bitcoin, ether and Tether's USDT, leaving thousands of other tokens off-limits for the average Russian buyer.

The restrictions also introduce a firm spending ceiling. Non-qualified investors would face an annual purchase limit of 300,000 rubles, roughly $3,600, applied per intermediary through which they transact. The cap is designed to shield less experienced participants from outsized losses in a notoriously volatile market.

Everyday Russians would be boxed into three tokens and a modest annual budget, while the wealthy trade freely.

Two Tiers of Investors

The plan draws a sharp line between retail and qualified investors. Those who meet the higher-tier criteria would not be subject to the 300,000-ruble cap, giving them far greater latitude to allocate capital into digital assets.

The tiered approach mirrors how many jurisdictions handle riskier financial products, reserving broader access for individuals deemed to have the wealth or expertise to absorb potential losses.

Key elements of the proposal include:

  • A 300,000-ruble (about $3,600) annual limit per intermediary for non-qualified investors

The move reflects Moscow's continued balancing act as it seeks to bring crypto activity within a controlled regulatory perimeter while limiting exposure for its broader population.
