OCC head promises final GENIUS rules by November

By Diego Whitfield · · 2 min read

The head of the US Office of the Comptroller of the Currency has pledged to finalize rules for implementing the country's landmark stablecoin legislation by November, setting a timeline for one of the most consequential pieces of crypto regulation to date.

A Push Toward Final Rules

OCC chief Jonathan Gould signaled that the agency intends to complete work on the regulatory framework tied to the GENIUS Act by November. The commitment offers clarity to a stablecoin industry that has been awaiting concrete guidance since the legislation began moving through the regulatory pipeline.

The OCC released a lengthy proposal earlier this year, spanning 376 pages, that laid out how the banking regulator plans to put the stablecoin bill into practice. That document opened a window for public comment, inviting feedback from firms, banks and other stakeholders before the rules are locked in.

Regulators are racing to give the stablecoin market the rulebook it has long demanded.

What Comes Next

The rules are being crafted ahead of the law's effective date in January 2027, giving issuers and financial institutions a runway to prepare for compliance. By targeting a November finalization, the OCC would leave more than a year for the industry to adapt before the requirements take hold.

The GENIUS Act represents a major federal effort to bring order to the fast-growing stablecoin sector, establishing standards for how these dollar-pegged tokens can be issued and overseen in the United States. Finalized rules would mark a turning point in how regulated entities engage with the market.

Key points from the regulatory push include:

  • A 376-page proposal issued in February seeking public input
  • A pledge to finalize the rules by November
  • A January 2027 effective date for the underlying legislation

For a market that has often operated ahead of clear federal guidelines, the OCC's timeline suggests that the regulatory landscape for stablecoins is finally coming into sharper focus.
