India's richest state is exploring tokenizing its own assets to fund new infrastructure

By Diego Whitfield · · 2 min read

Maharashtra, India's wealthiest state and home to the financial hub of Mumbai, is drafting a policy that would allow it to tokenize public assets — including its electricity transmission infrastructure — as a novel way to raise capital for new infrastructure projects.

A New Funding Model for Public Assets

The proposal marks one of the most ambitious efforts yet by an Indian state government to embrace blockchain-based finance. Under the plan being developed, Maharashtra would convert ownership stakes or revenue streams tied to state-held assets into digital tokens, opening the door to a broader pool of investors.

The state's power transmission network is among the assets under consideration. By tokenizing such infrastructure, authorities hope to unlock liquidity from holdings that traditionally sit on public balance sheets and are difficult to monetize.

Tokenizing state infrastructure could turn dormant public assets into a fresh engine for financing development.

The move reflects a growing global trend of real-world asset tokenization, in which physical or financial assets are represented on a blockchain to make them easier to trade, fractionalize and finance.

Why It Matters

Maharashtra generates a significant share of India's economic output, and its willingness to experiment with tokenization could set a precedent for other states weighing similar strategies. If successful, the policy could offer a template for public financing that reduces reliance on conventional borrowing.

Key elements likely to shape the initiative include:

  • Which categories of state assets qualify for tokenization
  • The regulatory framework governing token issuance and trading
  • Safeguards to protect public interest and investor rights

The policy remains in draft form, and much will depend on how it aligns with India's evolving stance on digital assets. Indian regulators have taken a cautious approach to cryptocurrencies, making the interplay between state-level ambitions and national policy a critical factor to watch.
