India plans first tokenized bonds using wholesale CBDC: Report

By Priya Chen · · 2 min read

India is preparing to launch its first pilot for tokenized corporate bonds, tapping its wholesale central bank digital currency (CBDC) to settle transactions in a test scheduled for September, according to reports.

Inside India's Tokenization Pilot

The initiative will see state-controlled REC Limited, a public sector lender focused on power infrastructure financing, issue the debt on a blockchain-based platform. A group of pre-selected investors will participate in the trial, using the wholesale version of India's digital rupee to complete payments.

Tokenization refers to the process of representing traditional financial assets, such as bonds, as digital tokens on a distributed ledger. Proponents argue the technology can streamline settlement, cut costs and improve transparency across capital markets.

Settling tokenized bonds with a digital rupee could reshape how India's debt markets operate.

The pairing of tokenized securities with a wholesale CBDC is significant because it allows both the asset and the payment leg of a transaction to exist on-chain, potentially enabling near-instant, atomic settlement without traditional intermediaries.

What It Means for India's Digital Rupee Push

The pilot marks another step in the Reserve Bank of India's broader experimentation with its central bank digital currency. India has been running separate trials for both retail and wholesale versions of the digital rupee, positioning itself among the more active major economies exploring CBDCs.

A successful bond pilot could pave the way for wider adoption of blockchain-based financial infrastructure in the country, particularly across regulated corporate debt markets.

Key features of the planned pilot include:

  • REC Limited issuing tokenized corporate bonds
  • A limited pool of pre-approved investors
  • Wholesale CBDC used to settle the transactions
  • A launch targeted for September

If the trial proves effective, it may encourage other public and private issuers to consider tokenized offerings, deepening the intersection between India's traditional financial system and emerging distributed-ledger technology.
