What the New Rules Do
Under the incoming regulations, crypto ATMs across Hawaii will no longer accept cash deposits, closing a channel that scammers have relied on to move stolen funds quickly and anonymously. The machines themselves will not disappear entirely, but their functionality will be significantly curtailed.
Importantly, the restriction targets only the deposit side of these kiosks. Operators can still allow customers to sell cryptocurrency for dollars or exchange one digital asset for another. That distinction reflects lawmakers' intent to preserve legitimate uses while eliminating the specific feature that enables fraud.
