EU widens Belarus ownership ban to all crypto service providers

The European Union has expanded its restrictions on Belarusian involvement in the cryptocurrency sector, barring nationals and residents of Belarus from owning, controlling, or managing crypto service providers regulated under the bloc's Markets in Crypto-Assets (MiCA) framework. The measure takes effect on August 25.

Scope of the New Restrictions

The updated rules apply broadly to crypto-asset service providers operating within the EU, extending well beyond digital asset exchanges. Under the framework, Belarusian citizens and residents will be prohibited from holding ownership stakes, exercising control, or occupying management roles at firms authorized under MiCA.

The move aligns crypto-related restrictions with the EU's wider sanctions posture toward Belarus, closing what regulators view as potential gaps that could allow restricted parties to gain influence over regulated financial infrastructure.

The measure shuts the door on Belarusian ownership across the EU's entire licensed crypto industry, not just exchanges.

Why the EU Is Acting

The expansion reflects the bloc's ongoing effort to tighten oversight of the digital asset space as MiCA becomes the primary regulatory regime for crypto businesses across member states. By folding sanctions considerations directly into licensing requirements, EU authorities aim to ensure that restricted individuals cannot access the sector through corporate structures or management positions.

MiCA has established a standardized set of rules for crypto firms operating in the EU, covering everything from stablecoin issuers to trading platforms and custody providers. The new ownership ban adds a compliance layer that licensed operators will need to verify as they screen their shareholders and executives.

Key elements of the change include:

  • A prohibition on ownership and control by Belarusian nationals and residents
  • Coverage of all MiCA-regulated crypto-asset service providers
  • An effective date of August 25

Crypto firms operating in the region are expected to review their corporate governance and ownership records ahead of the deadline to remain in compliance with the tightened requirements.
