CLARITY or not, crypto isn’t going back in the bottle: Bitwise

Even if Congress fails to deliver landmark crypto market structure legislation this year, the industry's momentum won't stall, according to Bitwise Chief Investment Officer Matt Hougan, who points to regulatory guidance from federal agencies as a durable path forward.

Legislation Isn't the Only Path

Hougan's central argument is that the crypto sector has advanced too far to be reversed, regardless of whether the CLARITY Act or similar market structure bills clear Capitol Hill. While lawmakers continue to debate comprehensive rules for digital assets, Hougan contends that the absence of a sweeping law would not derail the industry's trajectory.

According to the Bitwise executive, guidance issued directly by the Securities and Exchange Commission and the Commodity Futures Trading Commission could fill much of the gap left by stalled legislation. Regulatory clarity from these agencies, he suggests, would give firms enough certainty to keep building and investing.

Crypto has come too far to be put back in the bottle, with or without a landmark law.

The SEC and CFTC have increasingly become focal points for how digital assets are treated in the United States. Hougan's view underscores a growing sentiment that day-to-day regulatory posture may matter more than a single sweeping statute, at least in the near term.
