Bhutan's ambitious Gelephu Mindfulness City project is moving to actively manage part of its bitcoin reserves, tapping asset manager 3iQ to oversee a portion of the treasury using a market-neutral strategy. The move marks a departure from simply holding the digital asset as a passive, long-term national store of value.

From Passive Holdings to Active Management

The Gelephu Mindfulness City (GMC), a special administrative region planned in southern Bhutan, previously committed to a substantial bitcoin allocation as part of its development financing. That earlier pledge involved a 10,000 BTC commitment, positioning cryptocurrency at the center of the project's economic vision.

Now, rather than leaving the entire stash untouched, GMC has decided to put a slice of it to work. Canadian digital asset manager 3iQ will run this portion on a market-neutral basis, an approach designed to generate returns while limiting exposure to bitcoin's sharp price swings.

Bhutan is treating its bitcoin not as a coin to bury, but as capital that should earn its keep.

Why a Market-Neutral Approach

Market-neutral strategies typically aim to profit regardless of whether prices rise or fall by balancing long and short positions or exploiting pricing inefficiencies. For a sovereign-linked treasury, that framing offers a way to pursue yield without betting outright on bitcoin's direction.

The decision reflects a broader trend among institutions and governments experimenting with crypto holdings. Instead of parking assets indefinitely, some are seeking to extract value while managing the volatility that has long defined the market.
